Satellite monitoring in October 2025
Experts from the NGO ForestCom continue to carry out satellite monitoring of changes in forest cover in order to identify signs indicating the legality of logging and, consequently, to ensure proper response to forest violations.
Throughout October 2025, the experts of NGO ForestCom continued monitoring forest cover changes in the Carpathian region and identified 349 areas where changes were recorded during the summer–autumn period of 2025 in Lviv, Zakarpattia, and Ivano-Frankivsk regions.
Specifically:
-
176 areas within the monitored territory of Lviv region (between 14.07 and 27.09.2025);
-
79 areas within the monitored territory of Zakarpattia region (between 13.08 and 27.09.2025);
-
94 areas within the monitored territory of Ivano-Frankivsk region (between 13.08 and 27.09.2025).

The monitoring is conducted using a semi-automated system that compares satellite images from two consecutive years, followed by a plot-by-plot analysis using the online database of the State Enterprise “Forest Management Innovation and Analytical Center” (LІAС).
As a result of the plot-by-plot analysis (based on LІAС data), experts selected areas where logging permits were absent and the forest user could not be identified.
The next stage of the work involves selecting plots for field inspections. NGO ForestCom experts then inform the public and law enforcement authorities if legal violations are detected. They also notify forest users themselves about identified issues related to improving forest management practices.
The publication is produced by NGO «ForestCom» with the support of the Askold and Dir Fund as a part of the Strong Civil Society of Ukraine – a Driver towards Reforms and Democracy project, implemented by ISAR Ednannia, funded by Norway and Sweden. The contents of this publication are the sole responsibility of NGO «ForestCom» and can in no way be taken to reflect the views of the Government of Norway, the Government of Sweden and ISAR Ednannia.
